PROJECT:

The Arizona Army National Guard (AZARNG) is developing an Environmental Assessment (EA) for the proposed on-site quarry at the Florence Military Reservation (FMR) to support training of AZARNG Mission Essential Tasks (METs)

The AZARNG is proposing to develop an on-site quarry near their existing rock-crushing operation to support training of AZARNG METs. A Mission Essential Task List (METL) provides key tasks required to meet training goals. The METs associated with the proposed quarry include the following: 05-PLT-5132 Perform Quarry Site Selection, 05-PLT-5135 Conduct Rock-Crushing Operations, 05-PLT-5136 Excavate with Explosives and 05-PLT-5131 Produce Mineral Products. The AZARNG is part of the Arizona Department of Emergency and Military Affairs (AZDEMA), whose mission is to provide a trained and ready force capable of performing land operations and defense support to civil authorities.

The purpose of this Proposed Action is to provide locally sourced rock to FMR to fulfill the need to address the AZARNG’s inability to meet all four METs at FMR and reduce costs for off-site materials. Specifically, the on-site rock quarry would enable the 259th Quarry PLT to fully train all its METs, enable Horizontal engineers to improve FMR with locally sourced rock, eliminate annual cost of raw rock material, enable FMR to be a potential Annual Training location for Horizontal and Quarry Engineers, facilitate Construction and Quarry Operations during inactive duty training (IDT) weekend and enable the quarry engineers to produce aggregate products to benefit Arizona Training Centers and the Construction and Facilities Management Office projects.
