Arizona Mutual Aid

In emergency services, mutual aid is a formal agreement among emergency responders to lend assistance across jurisdictional boundaries when needed. The principle of mutual aid guides the creation of community emergency response teams such as volunteer firefighters. Municipal mutual aid may exist at the city and town level and even between agencies. Mutual aid is most often visible between jurisdictions like county and state and is supported by national mutual aid compacts.

Arizona Emergency Management Master Mutual Aid Compact (AZMAC)

The Arizona Emergency Managment Master Mutual Aid Compact was signed on March 16th 2004 between the State of Arizona and all 15 counties. The purpose of the compact is to identify the terms and procedures for executing mutual aid in times of emergencies. Jurisdictions such as Tribal Nations, political subdivisions, incorporated cities and towns, public education districts, fire districts and other tax levying public improvement districts are encouraged to participate.

Emergency Management Assistance Compact (EMAC)

The Emergency Management Assistance Compact (EMAC) was established in 1996 and stands today as the cornerstone of the Nation's mutual aid system. EMAC offers assistance during govenor declared states of emergency through the transfer of services and assets to impacted areas via legal contracts signed between requesting and assisting States. These contracts identify what is needed, how long it is needed and how much cost will be incurred by the requesting State. EMAC contracts also provide liability coverage and allows for credentials, licensing and certifications to be honored across State lines.
