Emergency Management Division Director, Allen Clark

Allen Clark serves as the Director of the Arizona Division of Emergency Management, one of five divisions in the Arizona Department of Emergency and Military Affairs (DEMA). As Director of Emergency Management, Clark manages the state’s emergency preparedness, response, recovery, and mitigation efforts, and supports county and tribal emergency managers.

 

Clark has more than 30 years of first responder, security, command and emergency preparedness experience at the local, state and federal levels. He holds extensive knowledge and expertise in the management of emergency operation centers and incident response.

 

Clark cultivated a long career in public safety and emergency management at Arizona State University (ASU) prior to joining DEMA. He was named the Executive Director for Preparedness and Security Initiatives at ASU in 2017 to lead emergency management and security activities for one of the largest single site universities in the country.  Clark joined ASU in 1989 as a member of its nationally accredited Police Department. He rose to the rank of Assistant Police Chief before becoming the Director of Emergency Preparedness in 2012.

 

Clark served as a member of the Arizona Air National Guard Security Police from 1986 through 1994, where he achieved the rank of Sergeant and was activated for Operation Desert Storm.

 

In addition to his professional roles in public service, Clark planned security operations for Super Bowls, presidential visits, and many other large public events.  Clark holds a Bachelor of Science in Supervision of Law Enforcement from Ottawa University.
