Chief Human Resources Officer

Julie Smee began her assignment with the Department of Emergency and Military Affairs (DEMA) as the Chief Human Resources Officer on November 3, 2014. As Chief Human Resources Officer for DEMA, Julie directs the implementation of agency wide Human Resources strategies, policies and procedures affecting state employees. She oversees the activities of key functional areas in Human Resources including Employee Relations, Risk Management/Loss Prevention, Family and Medical Leave Act/Americans with Disabilities Act (FMLA/ADA) administration, Human Resources Information System (HRIS), Recruitment and Selection, Classification and Compensation, Human Resources related Employee Training and Benefits Administration.  In her role as Chief Human Resources Officer, Julie ensures that all actions concerning State employees are in accordance with Federal and State laws and the Arizona Department of Administration (ADOA) Personnel Rules.

Julie has extensive Human Resources management experience. Prior to moving to DEMA, Julie was the Chief Human Resources Officer for the Arizona Department of Health Services where she managed a full service Human Resources Office and the activities of a staff of 15 Human Resources professionals. She was also the Chief Human Resources Officer for the AZ Department of Administration (ADOA) Shared Services Office.  As the Chief Human Resources Officer for the ADOA Shared Services Office, Julie managed a team of nine (9) Human Resources professionals who provided Human Resources guidance and consultation to 70+ small and medium sized state agencies. 

Julie attained her Senior Professional Human Resources Certification (SPHR and SHRM-SCP) in 2007 and has a Bachelor of Science degree in Sociology from Arizona State University. She is a member of the Society of Human Resources Management (SHRM), World at Work (Total Rewards Association), and the Arizona Chapter of International Personnel Management Association (IPMA). Julie is also working on attaining her Certified Compensation Professional (CCP) designatiion through the World at Work. 

In her spare time, Julie enjoys golf, pickleball, and spending time with family and friends.
