Emergencies affecting large populations of people can be complex situations for emergency managers to mitigate. As the threat of a large-scale earthquake in California continues, partnerships between public and private entities become increasingly important to planning and preparing for the effects of future disasters.

Public and private sector officials have been invited to take part in an exercise series focused on preparing emergency management stakeholders for contingencies involving mass-evacuations and migration.

 

The Arizona 2018 National Mass Care Exercise (NMCE) is a Full-Scale Exercise planned for 3.5 days at the Arizona Department of Emergency and Military Affairs Emergency Operations Center and various locations throughout the State of Arizona.  Participants will represent federal, state, county, tribal, local, non-governmental organizations, and private sector agencies. The Mass Care Exercise provides an opportunity for agencies to test and evaluate various core capabilities under the scenario of a mass migration of residents from Southern California, into Arizona, in the wake of a large magnitude earthquake. 

 

The National Disaster Medical System (NDMS) Exercise is a one day Full-Scale Exercise that will activate the Phoenix NDMS Federal Coordinating Center to receive patients from the earthquake-impacted area. Patients will be transported via Department of Defense aircraft to the Phoenix NDMS Federal Coordinating Center and moved to local Phoenix NDMS participating hospitals for definitive care.

 

Scenario: A catastrophic seismic event occurs in Southern California, resulting in a mass migration/evacuation of several hundred thousand residents out of the state.

 

Purpose:

  1. Validate mass care procedures & capabilities.
  2. Validate standard operating procedures for the integration of Emergency Management Assistance Compact (EMAC) mass care personnel.

 

Core Capabilities: Planning, Public Information and Warning, Operational Coordination, Critical Transportation, Logistics and Supply Chain Management, Mass Care Services, Operational Communications, Public Health, Healthcare, and Emergency Medical Services, and Situational Assessment.
 
The schedule of upcoming events/exercises, including mass care seminars, drills and tabletop exercise(s), will be posted when it becomes available.
